Clark Edgar Pepper, Sr., 74, of Stillwater, Oklahoma, passed away on October 10, 2026, in Stillwater. Clark was born on July 31, 1952, in Tulsa, Oklahoma, to Alfred Pepper and Ruby “Sue” Inez (Bivens) Pepper.
Clark graduated from Chilocco Indian School and continued his education at Oklahoma State University in Stillwater. On July 20, 1974, Clark married Marina Chappabitty in Owasso, Oklahoma. Together, they shared more than 43 years of marriage until Marina’s passing on February 18, 2018. Their years together were an important part of Clark’s life, and he carried her memory with him throughout the years.
Clark dedicated much of his professional life to serving others through law enforcement. He joined the Stillwater Police Department on November 18, 1982, beginning his career as a Scout on Stillwater’s first S.W.A.T. team. He later served as a detective for many years, contributing his time and experience to the department and the community. After more than 23 years of service, Clark retired from the Stillwater Police Department on January 10, 2006. Following his retirement from law enforcement, Clark continued his professional career as a gaming commissioner and investigator for various tribes, serving in those roles for approximately 20 years. His continued work reflected his dedication to public service and his commitment to the responsibilities entrusted to him.
Clark was proud of his Kaw and Chickasaw heritage. He enjoyed attending powwows and dancing, embracing traditions that held special meaning in his life. He was also a devoted college football fan who enjoyed cheering for both the Oklahoma Sooners and the Oklahoma State Cowboys. When he wasn’t watching football, Clark could often be found enjoying a game of pool. Above all, Clark leaves behind a family who will carry his memory forward.
Clark is survived by his son: Clark Pepper, Jr., of Stillwater, Oklahoma;
2 grandsons: Dennis Kyle Pepper and Clark Pepper, III.
Clark was preceded in death by his parents: Alfred and Ruby “Sue” Pepper; his beloved wife: Marina Chappabitty; his brother: Michael Pepper; and one sister: Terry Sue Pepper.
Clark will be remembered for his years of service to his community, his dedication to his profession, his pride in his Native American heritage, and the many memories he shared with his family and friends. His life was marked by decades of service and a lasting connection to the people, traditions, and interests that mattered most to him. He will be deeply missed by those who knew and loved him.
